Property Deep-Dive — 4A & 4B Westbrook St, Kew East VIC 3102

Date: 2026-10-15 · Desk: Eva · Brief: live listing assessment as an investment (≤$700k budget, yield + capital growth) Follows: Richmond & Fairfield corridor study + Thornbury Shop 5 + Fairfield 1/306 + Bulleen 24 Manningham + 120 Hoddle Abbotsford (all 2026-10-15)

🎯 Headline: the cheapest entry in the set — and 4B is the only lease with contracted growth

4A & 4B Westbrook Street, Kew East — two 20 m² strata retail shops in Harp Village, $295,000 + GST each (For Sale By Owner; Colin, 0488 847 018). Commercial 1 Zone, shared OC parking. Both together = $590,000 + GST — inside the budget with room to spare.

The pair splits cleanly: 4B is the investment, 4A is the question mark.

LotSizeTenancyIncome position
4B20 m²Long-term tenant (photography studio), leased to June 2031 with CPI + market reviewsContracted income with growth — verify passing rent
4A20 m²Long-term hair salon tenant ended; vacant possession from 1 June 2026, now offered for lease at $1,190 pcm + GST + outgoingsNo income until re-let; asking rent = $14,280 pa

1. Yield maths

The "5% return" in the listing traces to the lease figure: $1,190 × 12 = $14,280 pa ÷ $295,000 = 4.84% gross — consistent with the claim.

ScenarioAnnual rentPriceGross yield
4B at 4A's asking-rent level$14,280$295,0004.84%
4A leased at asking$14,280$295,0004.84% (from zero — vacancy period first)
Both at asking-rent level$28,560$590,0004.84% combined
4B actual rent lower, e.g. $12,000$12,000$295,0004.07%

Rules before bidding: get 4B's actual passing rent (not the 4A asking figure applied by assumption), and price 4A on passing income — which is zero — with the $14,280 treated as upside on re-lease, not as yield.

2. Why 4B is structurally the best small income in the set

  • Lease to June 2031 with CPI and market reviews — the only lease in all six assessments with contracted rental growth. CPI pass-through plus market reviews is exactly the mechanism that protects a small income against inflation.
  • Harp Village is a genuinely prime strip — tightly held, blue-chip Kew East, anchored by the Harp Hotel, butcher, coffee, pharmacy. Recent strip evidence: 602–604 High St double-storey freehold sold (Fitzroys); 733 High St sold via Colliers; 1/796 High St corner sold $3,163,000 (CVA). Capital competes hard for this strip — which supports both occupancy and resale.
  • No vacancy crisis documented on this strip — unlike Bridge Rd (18%) / Victoria St (22.4%).
  • Entry price $295k is the lowest of any asset assessed — stamp duty, land tax base, and deposit all scale down with it.

3. Why 4A tempers the pair

  • Vacant now. The June 2026 lease expiry has passed; the shop is empty and offered at $1,190 pcm. Every vacant month at that rent is ~$1,190 of foregone income — price a 2–3 month letting period plus incentives into any offer.
  • 20 m² single-operator box — the re-letting pool is one-person businesses (salon, studio, consulting). Narrow but the strip's foot traffic is the mitigant.
  • For Sale By Owner — no agent filter. Verify title, OC schedule, outgoings, and the 4B lease documents independently; a conveyancer + lease review is non-optional here.

4. Kew East context (why commercial is the only entry)

  • House median $2.29–2.39M (Heatmaps/SuburbsFinder/Barry Plant), growth mixed (−0.55% to +10% by source); unit median $895–965k — both residential classes are above the $700k budget. Kew East houses yield ~2.1–2.2%, units ~3.37%.
  • The micro-shops are the only sub-$700k entry into a $2.3M suburb — you buy the strip and the postcode without the house price.
  • No capital-growth engine on a 20 m² strata lot itself; growth comes via rental reviews (contracted on 4B) and strip land values on exit.

5. Tax & cost overlay

  • $295,000 + GST each — $29,500 GST per lot on top unless the going-concern exemption applies (4B tenanted may qualify; 4A vacant will not — conveyancer to confirm).
  • VIC land tax threshold $50,000 site value — apportioned strata site value will exceed this; small impost at this price but model it.
  • CIPT status — confirm before buying (annual commercial property tax from 1 July 2024).
  • OC fees on shared parking + 20 m² lot — request the OC schedule; on a $14k rent, even small OC fees move net yield.
  • AML/CTF ID + source-of-funds documentation required from 1 July 2026.

6. 🎯 Eva's Read

Verdict: 4B is the best-structured small income assessed — buy it on verified passing rent; treat 4A as an optional second move, not a bundle.

The case for 4B:

  • Contracted lease to 2031 with CPI + market reviews — income with built-in growth, in a prime strip with $3M+ corners
  • $295k entry — lowest capital at risk in the set; ~4.8% gross if passing rent matches the $14,280 level
  • No vacancy crisis, national-strip tenant pool, shared parking

The case against / checks:

  • Passing rent unstated — same discipline as every other assessment: get it in writing before bidding
  • 20 m² micro — single-tenant concentration; if the photographer leaves, you own 4A's problem
  • For Sale By Owner — verify everything the agent would normally warrant

On 4A: do not pay income multiples for a vacant shop. Offer on land/strip value with the $1,190 pcm as your re-lease target, and only alongside 4B (paired lots in one complex) or at a vacancy discount. If the vendor wants $295k firm on a vacant 20 m² box, let it sit — vacancy is costing them $1,190/month, and time negotiates in your favour.

Across all six, ranked: Bulleen house (land + optionality) > 4B Westbrook (contracted growth, lowest entry) ≈ Subway Fairfield (covenant, rent-dependent) > Thornbury Shop 5 (rent too thin) > 120 Hoddle (no income visibility, ceiling-priced) > Bridge Rd/Victoria St (avoid). 4B is the first asset where the lease itself grows — that CPI + market-review clause is worth more than it looks.
