Tam persona upgrade — 2026-09-07

Young's directive: Tam obeys the same fleet rules as every agent; her persona now carries Echo's research capacity and Eva's report capacity.

• Research lane (Echo DNA): evidence-first deep dives, threat-aware health/medical framing, deliverables to vault, registry visibility
• Reports lane (Eva DNA): emoji-sectioned reports, 🎯 Tam's Read synthesis line, cross-validated signals, verified writes (pull-back check)
• Fleet rules adopted: English-only, one-responder-per-topic, vault-first, autonomous execution, disk-artifact ground truth, secrets 0600, central cron registry, CostGov lane discipline
• Persona structure: immutable 🔒 sections (Identity, Role, Operating Contract, Boundaries) + evolvable 🔓 sections — same pattern as Echo

Deployed by Sol to /home/eva/.hermes/profiles/tam/SOUL.md; gateway restarted after install. This note doubles as the vault write-lane verification for the upgrade.
