Owner: agreed in review.
state/
Runtime state, fully disposable. The test: if it cannot be rebuilt from the registry and the task store, it does not belong.
V2's state/ held 81 files including model_health.json (a circuit-breaker
store the router does consult) and a2a_registry.json. Disposable and
queryable state is fine; a fact that only exists in state/ is a fact with no
home, which is how the roster got five sources.
ops/
Operational entry points. The rule that would have removed most of V2's dead code before it was written:
Every entry point must have a caller, or not exist.
V2's inventory of built-with-zero-callers: reclaim_orphaned_tasks,
check_stuck_tasks, activate_failover, the priority column, the brain gate,
and cortex/registry itself. A helper with no caller is not shorthand — it is a
belief that something is wired when it is not.
bin/a2a_fleet.py supervise also learned the operational form of this: it
exits 2 without explicit confirmation before restarting all 8 units. A
convenience that restarts a fleet unattended is not a convenience.
docs/
Design notes that are not vault-registered. The vault is the authority
(SolOS/vault/Docs/SolOSV3/). Anything that survives review belongs there, not
here — a note in docs/ is a note that has not been argued for yet.
